I used Paintshop Pro version 10, but can be done in other versions

Supplies HERE

Unzip the tubes to a folder of your choice and the gradients in your psp files gradient folder
(I've added a few different tubes if you want to use them to make the fans)

Let's get started.....

 

Open the lace tube (C&S-0232.pspimage)....resize 75% all layers checked and click Edit/Copy

New Image 500x500 transparent

Click on Edit...Paste....As New Layer

Set your foreground and background to silver gradient....angle 90....repeat 0....invert checked

Go to the shapes tool and pick the ellipse

Draw a circle about in the centre of your lace tube and make it a bit smaller then the tube image

Layers....Convert to Raster Layer

Layers....Arrange....Move Down....make sure all the holes of the lace tube are covered with the gradient circle

Layers...Merge visible

Effects....Filters....Filter Factory E....gradient/spokes Ratio Maker...

With your selection tool set to rectangle...replace....anti alias....feather nil, select the bottom half of the image

A bit less then the top half....see below

Then Edit....Cut or Copy

  Layers....new Raster Layer

Shape tool set to rectangle....draw a thin line to the bottom of the first half like this:

Adjust....add/remove noise with these settings:

Effects....3d effects....innerbevel with these settings:

Merge Visable

Layers....new Raster Layer

Shape tool set to ellipse....foreground gradient.....background nil

Draw a little circle in the middle of the bottom....see below

Layers....convert to raster layer...inner bevel with the same settings as before

With your magic wand click inside the circle...selections....modify....expand by 1
Then go to your merged fan layer and hit delete

Nearly there :-)

Edit....Paste as New Layer the bottom half what you cut/copied

With your deform tool move the sides very close together and a bit up

Adjust Sharpness...Sharpen

With your warp brush wiggle the sides here and there


When you are happy with it, merge visible and save as a jpg, gif or psp image

 

Of course if you don't want to do it with lace, select the silver circle
 then use your favourite picture/tube and paste into selection
Duplicate the layer and use the noise set to 80....
Select the layer without the noise and resize that to 98%....see below for the result
